How to start a Massage Shop-FT Quota

Bros,
SPA or Massage Shop mostly hire 100 % PRC.
Just as a guide, MOM requirement is about 5-6 locally employed Singaporeans on the CPF payroll with a minimum contribution of $1000.
This seems extremely difficult and not feasible. Is there some other way to manage this.
Will appreciate if any Bro can advice.

can employ all emloyee,foreigner ,under w.p.
making all sporean auntie masseuse, jobless.
if u visit a spa,
foreign recept,look stupid, masseuse foreigner ,yaya papaya..
its cat one spa, that make all local masseuse jobless.

let go local auntie home massage , sinkee help sinkee ma.

relatives and neighbour,
title, janitor,cleaner kopi soh, locker boy.

Of course Singaporeans will be the best.
But nowadays only limited Singaporeans want work as masseuse.
