I have read on other forums that you need to be Japanese in order to work in Tobita but who knows if that has changed or whether some houses have bent the rules. But you will notice some houses will ignore you and won't call out "dozo" as you pass as the Japs have a thing about only serving their own domestic clienteles, ala the soap land custom of shutting out gaijins.
As for safety, you do have to walk through some slums and homeless areas before reaching Tobita. If safety is a concern, I recommend taking a cab from the nearest station. It will cost you less than $10 and the driver will take you right into the heart of action and you can depart the same way after you've had your fun.
I was there every night when I was in Osaka and didn't really feel the danger walking there btw. Just keep your wits around you and make sure you take only the brightly lit paths to play safe. That's what I did.
Yea, if you really want to go to Tobita-Shinichi, just be aware of your surrounding and try not to flaunt unnecessarily. Always remember that low crime is not no crime, especially in area like Tobita or Kabukicho (I really hate Kabukicho haha... though to be fair, petty crime probably will not be a common occurence in this area due to Gokudo backing on this areas. To put it simply, "main action" is how they described vagina penetration, in short, if it is normal soapland there is such thing happening. However, do remember that soapland is soapland and not brothel (there is no brothel in Japan actually).
To put in in details, there is penetration involved but do not ask for it from the staff, they will probably say NO then boot you out. Under Japan legal law, vagina penetration is illegal. some outlets openly admit they don't take foreigners.
Like certain pink salons i saw while walking around kabukicho.
Not until only inside, you will see a sign written in english, chinese and korean, saying that they will refuse to service foreigners. written in bold and caps too for extra effect. this is the crappy thing i don't like about them.
I will still go back to Ikebukuro because the boss dude is really nice to me and I don't get charged any "gaijin" tax.
