Yes, during the winter months, it is very cold and rains often. The place is covered with mist most of the time. The paths to the villages are very muddy.

Depends on what u want to do there. If just want to hang around town, drink coffee, etc then it's okay. There is now a bus service there using the new highway so no need to take the overnight train.

You might wanna explore Lao Cai instead.. maybe hop over to China side of Hekou... if u wanna cheong.
